For your information, the European Parliament has just approved the agreement on the revision of the Energy Performance of Buildings Directive, reached after negotiations with the EU Council. The agreement still needs to be formally approved by the EU Council. More information is available here. 

For information purposes, a draft act amending the Accounting Act and certain other acts has been added to the List of Legislative and Programmatic Works of the Council of Ministers. For information purposes, the Regulation of the Minister of Development and Technology of October 27, 2023, amending the regulation on the technical requirements for buildings and their location, has been published in the Journal of Laws. The regulation will enter into force on April 1, 2024.
